On December 18, 2013, the European Commission published two proposals on animal cloning, together with a new proposal for a novel foods regulation. One of the proposed animal cloning directives would ban animal cloning and marketing of cloned animals for food purposes in the EU; the second proposal would prohibit the marketing of food from cloned animals but not from its offspring. The Commission drafted these new and separate proposals on animal cloning and novel foods as result of the failed conciliation procedure in 2011 between the European Parliament and Council on the previous novel food proposal.
