Report Highlights:
On May 27, 2013, the Indonesian Ministry of Agriculture (MOA) issued Regulation No. 63/2013 (Reg. 63), which amends specific information in MOA Regulation No. 50/2011 regarding imports of carcass, meat, offal and processed meat products. Reg. 63 also states that chilled, prime cuts of beef shipped via air freight only are exempt from the current quota system maintained by the MOA and the Ministry of Trade. The only eligible ports of entry are the international airports in Jakarta, Medan and Denpasar.
General Information:
As noted in the Highlight section, on May 27, 2013 the MOA issued Regulation No. 63/2013 (Reg. 63), which amended the MOA Regulation No. 50/2011 (Reg. 50) regarding the imports of beef carcasses, meat, offals and processed beef into Indonesia. This regulation is issued as a corresponding regulation to the Ministry of Trade Regulation No. 22/2013 on import and export of animal and animal products.

Key points found in the regulation include:
* Import quotas for frozen beef carcasses, meat, and/or offals originating from beef cattle shipped via ocean freight will be retained. The quotas will be based on the findings of limited Ministerial-level meeting chaired by the Coordinating Minister of Economic Affairs (CMEA) with input from the MOA and the Ministry of Trade.
* Import recommendations (RPP) for those products will be determined by technical meetings among Directorate General level officials from related ministries and will be coordinated by the CMEA.
* RPP allocations per importer will be determined by considering the storage capacity, capability to import, import experience, absorption of local beef production, ownership of special transportation equipment for meat, contracts with industry and/or food service sector, and compliance in implementing the provisions of related legislation.
* Imported chilled prime cuts of beef can be imported outside of the quota only if the beef is air freighted into the following three international airports: 1. Soekarno-Hatta International Airport of Jakarta, 2. Ngurah Rai International Airport of Bali, and 3. Polonia International Airport of Medan.
* Each RPP is valid for one year and shall be divided into two distinct periods of importation, to include: 1. January- June 30 and 2. July – December 31.
* Applications for RPPs will be submitted in October of the previous year.
* To fulfill demand and stabilize the prices, levels of imports can be increased by the MOA following Ministerial level meetings coordinated by the CMEA.
All other aspects of MOA Reg. 50/2011 which are not specifically amended by MOA Reg. 63/2013 remain valid and fully in effect.
In addition to Reg. 63, on June 10, 2013 the MOA issued MOA Decree No 4338/2013. This decree appoints a state owned company (NOTE: this company has been confirmed to the National Logistics Agency, otherwise know by the Bahasa acronym, BULOG) to import beef carcasses, meat, offal and its processed beef products. The stated objective of the Decree 4338/2013 is to stabilize beef prices. This decree will remain valid through December 2013.
